Nightwatch

Nightwatch is a paramilitary internal security organization created under President Morgan Clark and closely associated with and supported by the Ministry of Peace.
Publicly, Nightwatch exists to “protect the Earth Alliance from subversion.”
In reality, it functions as a political police force and surveillance network, recruiting civilians and officers alike to spy on their friends, co-workers, and neighbors.

Nightwatch is the smiling “community safety” program that gradually reveals itself as the eyes and ears of a rising dictatorship.

Origins & Purpose

Nightwatch was established as part of the Clark regime’s broader effort to tighten internal control over the Earth Alliance.

Official goals:

  • Promote “peace and stability” within Human society
  • Identify threats to public safety, national security, and social order
  • Assist local law enforcement and station security in maintaining order

Actual functions:

  • Monitor political dissent and criticism of EarthGov
  • Track “excessive” sympathy toward aliens and opposition to Clark’s policies
  • Build dossiers on citizens and officers who might not be sufficiently loyal

Nightwatch thus blends neighborhood watch rhetoric with a state security mandate.

Recruitment & Methods

Nightwatch relies heavily on voluntary recruitment — at least at first.

Nightwatch encourages members to file reports on “suspicious” speech or behavior — effectively weaponizing gossip and fear.

Activities & Powers

As Clark’s rule hardens, Nightwatch’s remit expands.

  • Surveillance & Reporting:
  • Members attend public gatherings, listen in bars and corridors, and monitor conversations for “unpatriotic” content.
  • Reports are filed to Nightwatch superiors and passed up to Ministry of Peace channels.
  • Intimidation:
  • Members confront business owners, workers, and even officers whose views or décor (posters, slogans) are deemed “anti-EarthGov.”
  • Threats of job loss, investigation, or arrest become common tools.
  • Quasi-Police Powers:
  • On some colonies and stations, Nightwatch is gradually granted authority to make arrests or detain suspects, bypassing normal legal safeguards.

By the time martial law is declared, Nightwatch behaves less like a “watch” and more like a political stormtrooper corps.

Nightwatch on Babylon 5

Babylon 5 becomes one of Nightwatch’s most important—and ultimately disastrous—deployments.

  • Initial Phase:
  • Representatives from the Ministry of Peace arrive to pitch Nightwatch as a harmless extra-duty program.
  • Personnel such as Zack Allan join for the pay, not fully understanding the implications.
  • Growing Pressure:
  • Nightwatch members begin monitoring station staff and alien residents, compiling lists of “troublemakers.”
  • Political officers and Nightwatch superiors push for greater authority over station security.
  • Attempted Takeover:
  • After Clark declares martial law, orders arrive for Nightwatch to assume control of Babylon 5’s security functions.
  • This pits Nightwatch directly against the station’s command staff and loyal EarthForce personnel.
  • Neutralization:
  • In a carefully staged operation, Sheridan and his allies lure most Nightwatch personnel into a dock area on the pretext of an incoming threat.
  • The group is sealed in and arrested en masse for mutiny and violation of the chain of command.
  • Babylon 5 formally severs ties with EarthGov soon after, and Nightwatch loses its foothold on the station.

Zack Allan’s crisis of conscience and eventual stand against Nightwatch becomes one of the key personal turning points of the Earth Civil War era.

Role in the Earth Civil War

During the Earth Civil War, Nightwatch acts as Clark’s internal enforcer.

  • On Earth & Colonies:
  • Nightwatch collaborates with local authorities to suppress protests, shut down opposition media, and detain dissidents.
  • Nightwatch reports often feed into more direct crackdowns by EarthForce or intelligence services.
  • On Babylon 5 (remnants):
  • After the main group is arrested, a covert Nightwatch cell led by Boggs attempts sabotage and hostage-taking in an effort to destabilize Sheridan’s command.
  • These remnants are eventually killed or captured, effectively ending organized Nightwatch presence on the station.

As military resistance grows, Nightwatch’s heavy-handed tactics help push more officers and citizens into the opposition.

Relationship to the Ministry of Peace & Other Groups

Nightwatch is formally subordinate to the Ministry of Peace, and informally aligned with other Clark-era institutions.

  • Ministry of Peace:
  • Provides funding, political cover, and messaging.
  • Uses Nightwatch to operationalize its slogan-driven programs of “peace through stability.”
  • Homeguard & Xenophobic Movements:
  • Shares deep ideological overlap with Homeguard, particularly in suspicion of aliens and “traitors.”
  • As Clark consolidates power, fringe groups like Homeguard become less visible, while Nightwatch becomes the “respectable” face of the same attitudes.
  • Psi Corps:
  • While not formally part of Nightwatch, Psi Corps sometimes benefits from the climate of fear and surveillance Nightwatch creates.
  • Telepaths may be used in sensitive interrogations or loyalty checks.

Together, these groups form a constellation of tools for controlling thought, speech, and association across Human-controlled space.

Collapse & Aftermath

With Clark’s fall at the end of the Earth Civil War, Nightwatch’s fate is sealed.

  • Members are subject to investigation, with varying degrees of accountability depending on their actions and rank.
  • Legal & Historical Judgment:
  • Many Nightwatch actions are later judged illegal or unconstitutional under restored Earth Alliance law.
  • Nightwatch becomes a symbol in history texts of how quickly civic institutions can be twisted into instruments of oppression.

In the Interstellar Alliance era, Nightwatch is held up as a cautionary tale about trading liberty for the illusion of security.

Legacy

Nightwatch is remembered as:

  • The black-armband face of Clark’s creeping fascism.
  • A case study in how ordinary people can be seduced into policing each other for a paycheck and a false sense of belonging.
  • A warning that the defense of “peace” and “order” can be used to justify almost any abuse if citizens look away.

Many former members spend the rest of their lives trying to forget, excuse, or atone for what they once did “just following orders.”
